NBI, Police brass fired because of Jueteng

The reasons why some high officials of the Philippine National Police and National Bureau of Investigation in Pangasinan were sacked and reassigned to either a floating position or thrown into a far flung area, according to my source, because they did not act in raiding and arresting those illegal bookies of the number game of chance  despite the presence of the government sanctioned SpeedGame, Incorporation that was given the franchised as the Authorized Agent Corporations (AAC) of the Philippine Charity Sweepstakes to operate in January this year in the 44 towns and 4 cities’ Pangasinan.

Son of a gun, lawyers called this actuation of the brass as "non feasance" or failure to perform an act that is required by law.
He told me that as of this moment many towns in Pangasinan have bookies that sneaked out to perpetuate their nefarious trades so they can siphon the millions of pesos bet monies despite the heavy criminal penalties that await them in case they are apprehended by the law enforcers.

 The punishment clauses in Section 3 of RA 9287 or the Act Increasing the Penalties for Illegal Number Games, Others say:

 a) The penalty of imprisonment from thirty (30) days to ninety (90) days, if such person acts as a bettor;

b) The penalty of imprisonment from six (6) years and one (1) day to eight (8) years, if such person acts as a personnel or staff of an illegal numbers game operation; The same penalty shall likewise be imposed to any person who allows his vehicle, house, building or land to be used in the operation of the illegal numbers games.

c) The penalty of imprisonment from eight (8) years and one (1) day to ten (10) years, if such person acts as a collector or agent;

d) The penalty of imprisonment from ten (10) years and one (1) day to twelve (12) years, if such person acts as a coordinator, controller or supervisor;

e) The penalty of imprisonment from twelve (12) years and one (1) day to ten (10) fourteen (14) years, if such person acts as a maintainer, manager or operator; and

f) The penalty of imprisonment from fourteen (14) years and one (1) day to sixteen (16) years, if such person acts as a financier or capitalist;

g) The penalty of imprisonment from sixteen (16) years and one (1) day to twenty (20) years, if such person acts as protector or coddler.

The complaints of the mayors that the AAC of the Small Town Lottery of the Philippine Charity Sweepstakes Office like SpeedGame violates the mandate for the city or town mayor to issue first a mayor and business permit is pure rubbish.

Section 4 of Republic Act No. 1169 as amended otherwise known as PCSO Charter and Supreme Court Resolution dated July 6, 1998 (G.R. 133769) affirming all other decisions of the Court of Appeals had rebutted the issues on the issuance of the local permits.
My conjecture here is the legislative intent of this law was to prevent the mayors in holding hostage, in a quid pro quo, the PCSO at the expense of the public coffer.

I know the mayors knew this law but play dumb so they can threatened if not harassed the AAC as leverage since the regular payolas they get from jueteng and Meridian Vista Gaming Corporation were much bigger than what STL has been giving them.

A first class town mayor in Central Pangasinan told me that during the time of President Benigno Aquino he was receiving from this illegal number game’s P600,000 monthly while P150,000 for the cops for the chief and his men to divide. The vice mayor with P100, 000 for him to divide and his eight councilors where of course the vice mayor who got two mistresses got the bulk of the manna.

A city mayor in the province used to receive P5 million a month, according to sources. But all of these monies went kaput and probably some mistresses absconded.

Without the handsome payolas they receive their opponents in the coming May 2019 election will be emboldened to challenge them.

Why? Jesus Christ, there are now cracks on their armor.
Armor here is the patronage monies they give to their supporters and the indigents who come to their places. Without the bigger payolas, these son of guns officials are damned. They would be obliged to spend their personal monies or mortgage their properties otherwise they face that doom called: DEFEAT!

But this is a project of President Rodrigo Duterte where he intended to funnel as much monies from these once illegal number games to his social projects to the poor who need them most.

With the proliferation of illegal bookies in the province, it seems these mayors and chiefs of police are unwary to the wrath of the president who could strike them with thunder and damnation.
